نبذة عن المشروع

تقوم وزارة المالية بدولة الكويت بتطوير نظام شامل لنظم المعلومات الجغرافية المؤسسية لتحديد وإدارة ومراقبة أملاك دولة الكويت العقارية ورفع كفاءة الأعمال في إدارة عقارات أملاك الدولة وإدارة عقود أملاك الدولة وإدارة نزع الملكية للمنفعة العامة، حيث تتولى الوزارة العديد من العمليات الخاصة بإدارة الأراضي والعقارات المملوكة للدولة، بما يشمل نزع ملكية العقارات الخاصة عند الحاجة إليها للمنفعة العامة وتأجير الأراضي المملوكة للدولة من شاليهات وأسواق ومزارع وشراء أو نقل ملكية الأراضي نيابة عن الدولة وادارة المشروعات بنظام البناء والتشغيل (BOT) بالإضافة إلى عدد من المهام الأخرى المتعلقة بإدارة ومراقبة أملاك الدولة


تطلب ذلك تجهيز وتطوير مركزاً لنظم المعلومات الجغرافية بالوزارة يكون قادرا على التجاوب مع مهام العمل الأساسية ومجهزا بأحدث الامكانيات من بيانات وتطبيقات واحتياجات البنية الأساسية من نظم وبرامج وشبكات.



كما تطلب ذلك تطوير نظام آلي متكامل يجمع بين نظم المعلومات الجغرافية ونظم ادارة الوثائق بحيث يحققان معاً ميكنة كاملة لأعمال الادارات المعنية من خلال نظام آلي موحد لميكنة تدفق العمل.



أهداف المشروع

  • إدارة وصيانة أملاك الدولة وأعمال نزع الملكية للمنفعة العامة بكفاءة وجودة عالية من خلال نظام مؤسسي متكامل.
  • رفع كفاءة الاعمال المتعلقة بتحديد المخالفات على أملاك الدولة وتطبيق الغرامات.
  • الحفاظ على الخرائط والمخططات والوثائق ذات القيمة التاريخية من خلال ترميم التالف منها وتحويلها وحفظها الكترونياً.
  • دعم عمليات صنع القرار استناداً إلى بيانات جغرافية دقيقة ومحدثة.
  • توفير خدمات الكترونية فعالة وسهلة الاستخدام لجمهور المتعاملين مع وزارة المالية.

Implementation of Geographic Information Systems Project


Project Description

The Kuwait Ministry of Finance (MoF) is undertaking the development of an enterprise Geographic Information System (GIS) to support the real estate and property management activities administered by the Expropriation for Public Benefit Department, the State Domains Properties Department, and the State Domains Real Estate Department of the Ministry, as MoF administers a variety of real estate property transactions where State interests are concerned including the expropriation of private real estate property where it is needed for public benefit, leasing of State owned lands for Chalets, markets and cooperatives, purchase or transfer of land on behalf of the State, administration of Build-Own-Transfer (BOT) projects and other such functions.

These activities require the development of a Geographic Information Systems center for the Ministry to support the ministry’s main activities. This center would be equipped with state-of-the-art technologies for data management, applications, communications and information systems infrastructure.

This also require a system that integrates between geographic information systems and a document management system such that combined would provide a unified system supporting automating procedures and workflows.
